Working Groups 

WG - Veterinary Affairs

The OCEAN Veterinary Affairs Working Group was founded in 1992, as a response to the provisions of the EU Council Directive 90/675 of 10 December 1990, which were regarded as detrimental to free international trade and in particular to the Ship Supply industry.  The Chairman is Mr. Wolgang Sump from Germany. Issues dealt with:

Animal Diseases
The year 2009 was another year with bluetongue, avian influenza, swine fever and BSE in the EU. Unfortunately there also occurred a threat of food and mouth disease.  All of this has a huge financial impact for our business! In this difficult atmosphere EU authorities must grant  ship suppliers more working space, more flexibility!

Directive 97/78/EU
The WG was also involved in comprehensive discussions on the directive 97/78/EU. The WG calls for a wide consultation process involving all representatives of the interest groups representing the main sea and airports. One of the specific matters include “transit, transhipment and ships supply”, but also “article 24 measures” are being discussed. Guidance documents are being prepared. Points of discussion will be:
- Pre-notification
- Certification of transit parcels
- Splitting up parcels
- Separated storage of non-EU parcels
- Traces reports concerning transit, storage and ships supply
- Transhipment
- EU memorandum with Russia
- Transit and transhipment of live animals

OCEAN wishes to be activley involved in these debates.

WG - Customs & Taxation

The Working Group on Customs & Taxation is chaired by Mr. Peter De Haas Jr. from Klevenberg, The Netherlands. It follows the discussions concerning the current and modernised customs code as well as the e-customs implementation carefully. The group meets regularly to discuss issues of concern from a ship supply perspective and to interact with the European Commission and the European Parliament.
